I think they are “reblogs”? I honestly have no idea but I wanted to attempt to answer your question lol. Apparently we need to take a class together 🙂
They are neither: just links. On THEIR sites, they are pingbacks.

I’m not sure what you meant in your last sentence of this comment but if you are saying that you could have reblogged her article onto your blog instead of sending links other people and telling them about it you are right.
Take a look at the reblog I did of Sreejit’s hair post: https://livinglearningandlettinggo.wordpress.com/2016/08/27/nearly-42-years-of-hair/. When you reblog you are given the opportunity to write an intro to your reblog. You will see that in the link I just gave you.
I think it is best to ask people’s permission to reblog unless you know it is okay with them. It is fine with most bloggers but some get upset if you don’t ask.
